FREEPORT, Texas, July 19 — The ground here along the Gulf Coast holds a secret. Below the flat coastal plain, 20 caverns have been carved into a salt dome, forming the largest single piece of America’s Strategic Petroleum Reserve. Bryan Mound, a name that sounds more like a geological oddity than a national security asset, can hold about 226 million barrels of crude oil.

It began operations in 1977, when the first oil was injected into these man-made underground chambers. On the ground, the site is quiet.

Residents describe the landscape as unremarkable — a stretch of industrial facilities, pipelines, and brine ponds. But beneath the surface, the scale is staggering. The caverns are not dug with machinery in the traditional sense.

They are created through solution mining: pumping water into the salt formation, dissolving the salt, and creating a cavity. Salt domes are naturally impermeable, which makes them ideal for holding hydrocarbons for decades without leakage.

A Cavity Carved in Salt

The mechanics of the place are a feat of engineering. When oil needs to come out in a hurry, brine is pumped in to displace the crude. The site can withdraw oil at a rate of about 1.4 million barrels per day in an emergency.

That is enough to cover a significant portion of the nation’s daily consumption for a short period. The brine displacement system is the heart of the operation — a simple but effective method that keeps the caverns stable while forcing the oil to the surface.

The caverns themselves are the result of a careful process. Water dissolves the salt, creating a void that can be shaped and sized with precision. The salt dome’s natural properties seal the cavern, preventing leaks.

But the process of filling and emptying these caverns is not without consequences. Each cycle of injection and withdrawal stresses the underground formation.

A History of Emergency Drawdowns

Bryan Mound has been called upon in moments of crisis before. During the 1991 Gulf War, the site was part of a sale of 17 million barrels from the reserve. In 2005, after Hurricane Katrina tore through the Gulf Coast, 11 million barrels were loaned from the strategic stockpile to refineries and pipelines that had lost supply.

The biggest test came in 2022, when the reserve released 180 million barrels over six months — the largest emergency drawdown in its history — in response to global supply disruptions. Bryan Mound, as the largest complex, bore a significant share of that outflow.

As of the latest data, the caverns held roughly 105 million barrels, down from their peak of 226 million. That is a substantial drop, and it has raised questions about the structural integrity of the caverns. Continuous drawdown can cause the salt to deform, potentially closing off the cavity or damaging the well casings.

Refilling the caverns, engineers note, takes time — and the slower the refill, the more the salt may creep.

Concerns Beneath the Surface

The Department of Energy regularly inspects the sites and conducts maintenance to ensure readiness. But the pace of depletion has outpaced refilling. The caverns were designed for a strategic reserve, not for repeated large-scale emergency releases.

Each time oil is withdrawn, the brine that replaces it must be managed, and the pressure within the cavern must be balanced. Getting back to peak capacity, if that is ever the goal, would require years of sustained injection.

The situation at Bryan Mound reflects a broader tension: the reserve was built for a rainy day, but the rainy days have come with increasing frequency. The site’s history is a record of disruption — Gulf War, hurricane, global supply shock. Each drawdown has shaved more off the peak.

Local officials and energy analysts watch the numbers closely. The reserve is a buffer, but buffers can be eroded.

By nightfall, the site continues its quiet work. Brine pumps, pipelines, and monitoring equipment hum along the Gulf Coast. The caverns hold their reduced inventory, waiting for the next order to release or the slow process of refill.
