KYIV, July 20 — Ukraine has announced plans to produce 10 million drones in 2026, with an ambition to double that figure to 20 million, according to official statements and industry reports. The program represents the largest national drone-production effort ever undertaken outside of China, and it marks a dramatic acceleration from Ukraine’s estimated output of roughly 1 million units in 2023 and perhaps 3 million in 2024. The 2026 target implies a tripling or quadrupling of manufacturing capacity within two years.
Ukrainian officials have confirmed the construction of dedicated drone megafactories in western regions, each capable of producing up to 1,000 units per day. Production will focus primarily on low-cost first-person-view (FPV) strike drones, which cost between $400 and $1,000 each, as well as medium-altitude long-endurance (MALE) drones and loitering munitions.
Achieving the 10-million-unit goal will require building new assembly lines, securing global supply chains for propellers, motors, and camera modules, and training a workforce of at least 50,000 factory employees. The jump to 20 million units would likely require additional foreign investment and technology licensing from U.S. and European firms.
Battlefield Attrition and Strategic Context
The ramp-up is driven by extremely high attrition rates on the battlefield. Ukraine reportedly loses thousands of drones per month due to electronic warfare jamming, anti-aircraft fire, and operational wear. The 2026 target aligns with Kyiv’s strategy to achieve mass parity with Russian drone forces, which have also ramped up production.
Russia’s effort includes Iranian-supplied Shahed-136 one-way attack drones, a system that has been used extensively in strikes against Ukrainian infrastructure. The record shows that both sides are locked in a race to field ever-larger numbers of unmanned systems.
