HOUSTON, July 14 — The number that defines Donald J. Kessler’s legacy is not a dollar figure. It is zero: the amount of debris the Kessler Syndrome predicts could render low Earth orbit unusable.

The bottom line: Kessler, an American astrophysicist and former NASA scientist, warned nearly 50 years ago that space junk could trigger a self-sustaining collision cascade. His 1978 paper, “Collision Frequency of Artificial Satellites: The Creation of a Debris Belt,” co-authored with Burton G.

Cour-Palais in the Journal of Geophysical Research, laid out the math. Collisions between objects in orbit produce debris. That debris then hits other objects, producing more debris.

The cascade, unchecked, makes space activities hazardous. Kessler worked at NASA’s Johnson Space Center in Houston from 1968 to 1996.

His research did not stay on the shelf. By 1979, NASA had established its Orbital Debris Program Office, an institutional response to his predictions. The agency awarded him the NASA Exceptional Achievement Medal in 1993.

He has testified before the U.S. Congress on the issue.

By the numbers: the mechanism

The figure that matters in Kessler’s model is density. When enough objects crowd a given orbital altitude, a single breakup — an old rocket stage exploding, or a satellite collision — can trigger a chain reaction. Each new fragment increases the probability of further impacts.

The 2023 discovery of a hidden debris swarm in geosynchronous orbit (GEO) underscores the relevance of his predictions. That swarm was not visible from ground-based radar.

It was found by a survey telescope, revealing a population of untracked fragments at an altitude where communications and weather satellites operate. The finding directly echoes Kessler’s scenario: a debris belt forming where operators least expected it.

From paper to policy

Kessler’s work is foundational to current debris mitigation efforts. The Orbital Debris Program Office he helped inspire now tracks tens of thousands of objects larger than a softball. But the swarm in GEO showed the limits of tracking.

The objects were small — below the threshold for routine cataloging — yet numerous enough to pose a collision risk. The cascade Kessler described does not require a dramatic event.

It can begin quietly, with fragments too small to see but large enough to damage a satellite at orbital velocities. The 1978 paper gave the space community its first clear warning. The 2023 discovery gave it a practical demonstration.

What to watch next

The U.S. government and commercial operators are now racing to close the tracking gap. New sensors, including space-based telescopes, are being developed to find the hidden debris populations Kessler predicted. Congress has held hearings on orbital debris remediation, a topic Kessler addressed in his own testimony years earlier.

The cascade has not yet begun in earnest. But the conditions Kessler described are present.

The 1993 medal recognized his foresight. The 2023 GEO swarm confirmed it. The next number to watch is the collision rate.
