A new report out of Islamabad lands at a moment when European capitals are quietly, or not so quietly, wiring their futures to silicon. The analysis, published by researchers examining European sovereignty, does not celebrate this. It calls the whole project a form of digital servitude.
The title alone — “Wired for War: Pax Silica is AI slavery disguised as strength” — makes the intent plain. The timing matters.
For years, the push to integrate artificial intelligence into defence and industrial infrastructure has been framed as a race. Win it or be left behind. Lose control of your borders, your economy, your strategic autonomy.
That framing has worked. European nations are deep into debates about how much autonomy to grant AI systems in critical infrastructure.
The report argues those debates are already behind the curve. What the authors describe is not a future threat. It is an emerging fact.
Systems are being deployed. Decision-making is being handed over. The report’s language is careful — it does not call for a halt to AI development.
It calls for a halt to blind adoption. That is a narrower demand, but a sharper one.
It asks a question that has not yet been asked loudly enough in policy circles: who controls the algorithms, and what happens when control is lost? The term “Pax Silica” is the report’s central image. It refers to a proposed peace built on silicon-based intelligence.
A peace, the authors argue, that is built on a foundation of dependency. That is not strength.
That is a leash. The report’s refusal to celebrate technological progress as inherently good sets it apart from the bulk of commentary on AI. Most coverage, most policy papers, most corporate announcements treat each advance as a step forward.

The trend is broad enough. Every major military power is racing to embed AI into targeting, logistics, surveillance, command-and-control. The private sector is pushing the same technologies into energy grids, transport networks, financial systems.
The line between civilian and military infrastructure blurs. The same algorithms that route traffic can route missiles.
The same data sets that optimise supply chains can identify targets. The report’s warning is simple. What is being called strength is actually a loss of control.
A peace built on silicon dependence is not peace. It is slavery disguised as strength.
The authors do not mince words. They do not need to. The facts are already on the table.
The question is whether anyone in power will read them before it is too late.
