Water, freed from the reservoirs, poured down the Wadi Derna river channel and through the city. Storm Daniel, already a catastrophe across three other nations, delivered its worst blow in minutes.
The storm began as a low-pressure system on September 4, 2023. An omega block — a high-pressure zone locked between two low-pressure zones, its isobars shaped like the Greek letter Ω — gave it strange power. It drifted.
It stalled. It hit Greece first.
The rainfall there caused flooding that ran up more than two billion euros in damage. That figure alone made Storm Daniel the most costly recorded storm in Greek history. Then it hit Bulgaria.
Then Turkey. Three countries flooded before the storm even reached the sea. It organized into a Mediterranean low.
It acquired quasi-tropical characteristics. That is the technical description for a storm that should not exist where it does.
The Mediterranean is not the Atlantic or the Pacific. Its waters are enclosed, warm but shallow. A system like this, drawing energy from that heat, is rare.
The last one this deadly was never this deadly. Storm Daniel became the deadliest Mediterranean tropical-like cyclone in recorded history.
The storm moved toward the Libyan coast. The city of Derna sat in its path. Two dams held the high ground: the Derna dam and the Mansour dam.
Both failed under the storm’s impact. The Wadi Derna river, normally a dry or low channel, became a wall of water. The flooding that followed was not gradual.
It was the sudden release of an entire catchment. The city took the full force.
The cost is still being counted. The report notes the storm is the second-costliest tropical cyclone on record outside the North Atlantic Basin. That places it in a category with typhoons and cyclones that hit heavily populated, heavily built coastlines.
For a Mediterranean storm to reach that rank is extraordinary. The infrastructure of Derna — roads, bridges, buildings, the dams themselves — was not built for this.
Very little in the Mediterranean is. What is at stake is not just the recovery of one city. Storm Daniel is a signal.
The omega block that formed it is a weather pattern, not a climate model. But the warm sea surface that fed its strength is not random. A storm that devastates Greece, Bulgaria, Turkey, and then Libya in a single path shows what the region can now expect.
The cost in Greece alone was more than two billion euros. The cost in Libya is measured in lives and in the loss of a city’s infrastructure.
The dams collapsed. That is a direct consequence of the storm’s impact. It is also a direct consequence of infrastructure that could not withstand that impact.
