KYIV, July 13 — Ukraine’s campaign to strike Russian energy infrastructure with unmanned aerial vehicles has become a central component of its military strategy, one that follows a clear economic logic as much as a tactical one. The mechanics here are straightforward. Since early 2024, Ukraine has deployed drones—often modified commercial models or domestically produced types like the UJ-22 Airborne—to hit oil depots, refineries, and fuel storage sites deep inside Russian territory.
These UAVs have ranges exceeding 1,000 kilometers, launched from within Ukrainian-controlled territory, and they fly at low altitudes to evade radar detection. The strategy is designed to disrupt Russia’s military fuel supply while simultaneously cutting into its oil export revenues.
Follow the money. Russia’s oil exports totaled approximately $190 billion in 2023, according to the International Energy Agency. Every successful strike on a refinery or storage depot chips away at that revenue stream, which in turn funds Moscow’s war effort.
The campaign began in earnest in January 2024 with a strike on a fuel terminal in Ust-Luga, Leningrad Oblast. By March 2024, open-source intelligence reports indicated Ukraine had hit at least 12 major Russian oil facilities.
The April 27, 2024, strike on the Stavropol Krai oil depot fits squarely within this ongoing effort. It was neither an outlier nor a one-off escalation—it was the continuation of a pattern that Ukraine has refined over months. The drones themselves are not exotic; the UJ-22 Airborne is a domestically produced model, and many others are modified commercial platforms.
The catch is that their range and low-altitude flight profiles make them difficult to intercept, even for Russia’s layered air defense systems. Russia has responded by deploying electronic warfare systems and increasing air defense coverage around key energy sites. On closer reading, however, the adaptation has been reactive rather than preemptive.
Ukraine continues to adjust its tactics—varying launch points, flight paths, and target selection—to stay ahead of Russian countermeasures. The result is a cat-and-mouse game over Russian territory, one with direct consequences for Moscow’s energy revenues.
The question now is whether Ukraine can sustain the pace of these strikes and whether Russia can close the gap with its electronic warfare and air defense deployments. The drones are relatively inexpensive compared to the damage they inflict, and the economic pressure on Russia’s oil sector is measurable. If Ukraine continues to hit refineries and storage sites with regularity, the cumulative effect on Russia’s export capacity—and the $190 billion revenue stream that supports its war budget—will only grow.
Moscow’s ability to protect its energy infrastructure while prosecuting a war on multiple fronts remains the variable to watch.
