The year 2024 marked a significant leap forward in Ukraine’s aerial capabilities. Kyiv introduced two new operational systems: the ‘Palianytsia’ drone, which can strike targets up to 1,500 kilometres from its launch point, and the ‘Bober’ drone, already deployed in attacks on Russian oil refineries. Neither system remains experimental; both are battlefield-ready platforms integrated into an expanding campaign aimed at Russian energy infrastructure, military bases, and logistics hubs. Ukrainian planners now view drones as a central pillar of an asymmetric warfare strategy, allowing Kyiv to project force deep behind enemy lines without risking manned aircraft or special forces in contested airspace.
The scale of this industrial commitment is considerable. The Ukrainian government allocated over $1 billion for drone production in 2024, with an objective of manufacturing 1 million drones annually. This domestic push has been supplemented by drone technology and components supplied by Western allies, including the United States and the United Kingdom, whose support has helped accelerate Ukraine’s transition from improvised to industrial-scale production. The programme represents a case study in how a smaller power can develop cost-effective long-range strike capabilities against a larger adversary, and European defence ministries are watching closely as these lessons inform procurement and doctrine discussions across NATO capitals.
Strategic Reach and the Expanding Threat Zone
On September 20, 2024, Ukrainian drones struck the Taneco refinery in Tatarstan, a target more than a thousand kilometres from Ukrainian-controlled territory. The attack demonstrated that Ukraine’s drone range now extends well beyond the front lines, reaching into the Russian interior at distances previously considered secure. Speaking on September 21, President Volodymyr Zelenskyy stated that the attack showed Siberia is “within reach,” signalling that Ukrainian planners are already evaluating targets farther east. Each new generation of drones pushes the threat zone deeper into the Russian hinterland, steadily expanding the operational geometry of the conflict.
This widening reach carries significant strategic implications. Drones allow Kyiv to strike at the logistical and energy infrastructure that sustains Russia’s war effort without committing forces to contested airspace. The trajectory of Ukraine’s programme has attracted close attention in European capitals, where defence officials view it as a template for how emerging technologies can level the playing field between nations with vastly different military budgets and force structures. Discussions now underway in NATO headquarters are already being shaped by Ukraine’s experience in developing and deploying these systems at scale and under fire.
The Legacy of the Bayraktar TB2 and the Normalization of Drone Warfare
Ukraine’s broader drone strategy has deep roots, and the Bayraktar TB2 occupies a foundational place in that story. Produced by Turkey’s Baykar company, the TB2 is a medium-altitude, long-endurance unmanned combat aerial vehicle designed for surveillance and precision strikes. Its development began after the United States blocked the sale of armed drones to Turkey in the late 2010s, prompting Ankara to build its own system. The aircraft entered service with the Turkish military and later proved its combat effectiveness against Kurdish militant groups in Iraq and Syria, reshaping military thinking about the role of drones in modern warfare and inspiring a generation of similar systems.
The TB2’s design emphasizes endurance, enabling it to remain airborne for extended periods while carrying guided munitions, and is operated through ground control stations that allow real-time decision-making during missions. Its ability to perform complex aerial maneuvers, including barrel rolls and autonomous spin recovery, distinguished it from earlier models and contributed to its reputation for reliability. After its combat debut, the drone’s global footprint grew rapidly. Azerbaijan used TB2s during the 2020 Nagorno-Karabakh conflict, where they were credited with destroying Armenian air defenses and armored units. Libya’s Government of National Accord employed the system in its civil war, and Ethiopia reportedly used it in operations during the Tigray conflict.
For Ukraine, the TB2 became a symbol of asymmetric warfare after Russia’s full-scale invasion. Kyiv received donated TB2s from Turkey and integrated them into a broader drone strategy that now includes domestically produced systems. What makes the TB2 consequential is its role in normalizing drone warfare as a core military capability rather than a niche tool. Its widespread use has forced governments to reconsider air defense priorities, export controls, and the ethics of remote strikes. For nations developing their own drone programs, the TB2 serves as both a benchmark and a cautionary example of how quickly such technology can shift the balance of power. Its continued deployment in active conflicts, including in Ukraine, underscores the enduring relevance of medium-altitude drones in modern military operations and reinforces the trajectory that has taken Kyiv from commercial quadcopters to a home-grown industry capable of reaching targets a thousand kilometres away.
