ROME, July 7 — A Ukrainian drone strike on Russia’s Omsk Oil Refinery last September was not merely a tactical hit. It was a statement about reach, and about the shifting mechanics of a war that keeps expanding its geography. The refinery, owned by Gazprom Neft and located in Omsk, Siberia, is Russia’s largest by processing capacity.

It handles roughly 21 million tons of crude oil annually — that is about 420,000 barrels per day — and its output feeds multiple Russian regions. Hitting it required a drone with range.

Ukrainian forces have developed systems capable of flying more than 1,000 kilometers. Omsk sits about 2,800 kilometers from the Ukrainian border. The math here is straightforward: the distance is no longer a shield.

Ukrainian President Volodymyr Zelenskyy said the day after the strike, on September 22, 2024, that Siberia was now “within reach.” That phrasing matters. It is not a boast about a single raid.

It is a signal about the vulnerability of Russian energy infrastructure that the Kremlin had assumed was safely beyond the front lines.

Follow the fuel

The Omsk attack was part of a broader campaign. Since early 2024, Ukrainian drones have struck the Tuapse refinery in Krasnodar Krai, hit in January, and the Nizhny Novgorod refinery in March. Each of these facilities processes crude into the diesel, gasoline, and jet fuel that powers Russia’s military logistics and its domestic economy.

The pattern is not random. It is a systematic effort to degrade Russia’s ability to refine its own oil, forcing it to either burn through reserves or export crude at a discount and import finished fuel at a premium.

The catch is that refining capacity is not easy to replace. A damaged distillation column or catalytic cracker can take months to repair, and sanctions have restricted Russia’s access to Western spare parts and specialized maintenance crews. The Omsk refinery, given its size and its role as a supplier to multiple regions, represents a particularly high-value target.

A prolonged outage there would ripple through Russia’s fuel supply chain in ways that are hard to mask.

The Kursk connection

The strike on Omsk did not happen in isolation. It occurred while Ukrainian forces were conducting an ongoing incursion into Russia’s Kursk Oblast, which began on August 6, 2024. By September of that year, Ukrainian troops controlled roughly 1,300 square kilometers of Russian territory in that region.

That is a meaningful chunk of land — not a symbolic raid — and it changes the tactical calculus. On closer reading, the two operations reinforce each other.

The Kursk incursion ties down Russian ground forces and draws attention to the border. The long-range drone campaign hits deep inside Russia, forcing air defense and industrial resources to be spread thinner. The Omsk strike, in particular, demonstrates that even Siberia — the vast hinterland that Russians have long considered a safe zone — is now inside the operational envelope of Ukrainian drones.

The drones themselves are the key mechanism here. Ukrainian forces have developed platforms with ranges exceeding 1,000 kilometers.

That is enough to reach targets in the Urals, western Siberia, and the Arctic. It is not enough to hit every refinery in Russia, but it is enough to force the Kremlin to treat every major fuel facility as a potential target. The cost of defending them all — with air defense systems, electronic warfare, and hardened shelters — is enormous.

What to watch

The question now is whether this campaign can be sustained. Producing long-range drones in quantity requires industrial capacity, components, and funding. Ukraine has been scaling up its domestic drone production, but it still relies on foreign-supplied electronics and engines.

The pace of strikes will depend on how many of these systems can be built and how effectively Russian electronic warfare can counter them. The other variable is Russian repair capacity.

The Omsk refinery is a large facility with multiple processing units. A single strike may not knock it out entirely, but repeated hits — or a well-placed strike on a critical component — could cause extended downtime. The Tuapse and Nizhny Novgorod strikes show that the Ukrainian military is learning where to aim.

The Kursk incursion, meanwhile, remains a live operation. As of September 2024, Ukraine held about 1,300 square kilometers of Russian soil.

That is territory the Kremlin will want back, and committing forces to retake it means pulling troops from other fronts. The combination of a ground incursion and a deep-strike drone campaign is forcing Russia to fight a two-dimensional war on its own territory — one it did not plan for and is not well structured to manage. The mechanics here are not complicated.

Hit the refineries, and the fuel supply tightens. Hold the ground in Kursk, and the redeployment math gets harder. The question is whether Ukraine can sustain both efforts long enough to make the damage cumulative.

The Omsk strike suggests the answer, for now, is yes.
