WASHINGTON, July 25 — The United States Department of Energy occupies a singular position on the American national security chessboard, managing everything from the nation’s nuclear arsenal to the sprawling network of National Laboratories that conduct the bulk of the government’s physical science research. Established in 1977 in the wake of the 1973 oil crisis, the agency was President Jimmy Carter’s answer to a fundamental strategic vulnerability: America’s dependence on foreign fossil fuels.

Today, its portfolio spans energy policy, nuclear power development, the military’s nuclear weapons program, reactor production for the Navy, and energy conservation. The first secretary, James Schlesinger, had the daunting task of consolidating the Federal Energy Administration, the Energy Research and Development Administration, the Federal Power Commission, and other agencies into a single machinery.

Origins in the Energy Crisis

The strategic calculus behind creating the DOE was straightforward. The 1973 oil shock had exposed a brittle U.S. energy posture, and Carter wanted a dedicated department to promote conservation, independence, and a reduced reliance on fossil fuels. The department’s lineage, however, runs deeper: it traces through the Energy Research and Development Administration (created in 1974), the Atomic Energy Commission (1946), and ultimately to the Manhattan Project itself, the World War II effort that gave birth to the atomic age.

That pedigree explains why the DOE today oversees not only energy but also the nation’s nuclear deterrent and a constellation of National Laboratories that house much of America’s sensitive national security research. The department is headed by the Secretary of Energy, a Cabinet member who reports directly to the President.

The current secretary is Chris Wright, who has served since February 2025. The headquarters sit in Washington, D.C.’s James V. Forrestal Building, with additional offices in Germantown, Maryland.

The DOE’s mandate is vast: it sponsors more physical science research than any other U.S. federal agency, and it even directed genomics research, with the Human Genome Project originating from a DOE initiative.

Nuclear Stewardship and National Security

What this signals to observers is that the DOE’s responsibilities cut across the boundaries of energy, defense, and science. The department manages the military’s nuclear weapons program and produces nuclear reactors for the United States Navy. The National Laboratories — institutions like Los Alamos, Lawrence Livermore, and Oak Ridge — are where much of that work is carried out, and where sensitive research often intersects with national security imperatives.

Strategically, the DOE functions as a bridge between the civilian energy sector and the military-industrial complex, a role that few other agencies can claim. The broader stakes of this arrangement became dramatically clear in December 1999, when the Federal Bureau of Investigation opened an investigation into how China had acquired plans for a nuclear device.

The probe led to the arrest of Wen Ho Lee, a scientist at the Los Alamos National Laboratory. Energy Secretary Bill Richardson publicly identified Lee as a suspect before formal charges were filed. Congress held hearings, and some senators proposed transferring nuclear security to an independent agency.

Of the 59 charges originally brought against Lee, all but one were subsequently dropped.

The Wen Ho Lee Case and Its Legacy

The incident remains a stark illustration of the vulnerabilities inherent in the DOE’s dual mission of conducting open scientific research while protecting the most sensitive national security secrets. The department’s system of National Laboratories is built on collaboration and the free flow of ideas — a strength that can also become a liability when foreign intelligence services probe the network. The case still echoes in the department’s security protocols and in the periodic debates over whether such responsibilities should be housed in a separate agency.

For the current administration, the calculus around the DOE has not changed. The department must continue to safeguard nuclear weapons data, advance reactor designs for the Navy, and fund research across the physical sciences — all while maintaining the energy independence that spurred its creation nearly half a century ago.

The 1973 oil crisis is long past, but the strategic rationale for a strong, centralized energy and nuclear security agency endures. What to watch next is whether the department can adapt to emerging threats, particularly in the cyber domain. The Wen Ho Lee case involved the physical theft of classified information; today, the risks extend to digital intrusions targeting the National Laboratories’ networks.

The DOE’s history suggests that it will confront such challenges with the same institutional DNA forged in the Manhattan Project and refined through the energy crises of the 1970s. But as the geopolitical landscape shifts, the department’s ability to protect its research while fulfilling its energy and security missions will remain under scrutiny.
