KYIV, July 29 — Against the lingering heat of a Ukrainian summer, President Volodymyr Zelensky has issued a public warning that Russia is preparing a large-scale airstrike against Ukraine’s critical infrastructure, an alert that echoes the grim alerts that preceded mass missile attacks in previous winters. “What is at stake is the resilience of the entire country,” the president’s office said in a statement, though the warning itself speaks volumes about the wider picture.
Since the full-scale invasion began on February 24, 2022, Russia has launched multiple waves of cruise and ballistic missiles targeting Ukraine’s energy grid. In the first winter campaign, between October 2022 and March 2023, Moscow fired over 1,200 missiles and drones, damaging around 50% of Ukraine’s energy infrastructure and plunging millions into darkness and cold.
A Familiar Pattern
That campaign was followed by another in the 2023–2024 winter season, when Russia used over 1,000 long-range weapons. Ukrainian air defense then claimed interception rates of around 75% for cruise missiles — a figure that underscored the country’s growing reliance on Western-supplied systems even as stockpiles of interceptors ran thin. Against this backdrop, Zelensky’s latest warning arrives with specific intelligence.
His office stated that Russian forces have stockpiled missiles including Kh-101, Kalibr, and Iskander systems for a coordinated barrage. Previous such warnings have preceded attacks on thermal power plants and substations, leading to rolling blackouts affecting millions.
In the corridors of power in Kyiv, there is no ambiguity: this is not a prediction but a preparation for what is seen as an inevitable strike. The Ukrainian government has urged citizens to prepare shelters and conserve electricity, a plea that carries the weight of experience. Preparing for Winter in Summer
The timing is significant. While summer offers a reprieve from the heating demands of winter, it is also the season when Ukraine must repair damaged infrastructure and stockpile spare parts and fuel. A large-scale strike now could cripple those preparations before they begin in earnest.
What remains to be seen is how Ukraine’s air defense, stretched by months of attrition, will cope with a new barrage. The claimed 75% interception rate from the previous winter may not hold if Russia commits a larger percentage of its arsenal or employs new tactics.
