Ukraine Negotiates Local Patriot Missile Production With Raytheon

KYIV, September 25 — Ukraine is negotiating with Raytheon to produce Patriot missiles on Ukrainian soil, a move that would relocate part of the manufacturing chain for the West’s most combat-proven air-defense system inside the country that fires it. President Volodymyr Zelenskyy said Raytheon is ready to produce Patriot missiles in Ukraine and that U.S. President Donald Trump has approved a license permitting such production. The reports were carried by RBC-Ukraine, the Kyiv Post, Caspian Post, UA.NEWS and UNITED24 Media.

No final agreement, production start date or delivery schedule has been confirmed.

The mechanics of the deal

Follow the money and the logic is straightforward. Raytheon builds the Patriot system; the interceptors — the missiles fired to destroy incoming threats — are the component at the center of the talks. That distinction matters.

A launcher without a stocked magazine is a static asset, and interceptor supply, not platform supply, has been the binding constraint on Ukraine’s air defense. Reporting by en.defence-ua.com and UNITED24 Media indicates new details have emerged about which Patriot missile variant Ukraine could produce and when the first ones could reach the Armed Forces.

The specific variant and timeline are still being worked out. The catch is that licensed co-production is not the same as technology transfer, and the reporting does not yet establish what Raytheon would actually hand over.

Europe wants the same thing

Ukraine is not alone in this queue. Defence Industry Europe reported that recent Patriot contract awards signal a surge in demand across Europe, reflecting the system’s combat record. Germany has pushed for Patriot missile production to be allowed on the continent.

Defense Minister Boris Pistorius pressed the United States to permit it, according to english.nv.ua, and Germany formally urged Washington to allow European production, as reported by the Financial Times and Anadolu Ajansı. Germany has offered European production of Patriot interceptors, according to Anadolu Ajansı.

Separately, Zelenskyy offered an energy truce as the U.S. president signaled support for Patriot production in Ukraine, the Kyiv Post reported. On closer reading, three things are converging on Raytheon at once: a U.S. license approval, the manufacturer’s stated readiness, and European interest in co-production. For the company, that represents a potential expansion of its Patriot production footprint and a signal of sustained international demand.

Its Patriot franchise has already seen a wave of contract awards tied to European demand, and any agreement to build interceptors in Ukraine or elsewhere in Europe would extend that trend. Watch whether the license converts into a signed production agreement, and which variant Ukraine is cleared to build.

Until those two questions are answered, the announcement is a permission slip, not a production line.
