PETRONAS, Malaysia’s largest fuel retail network operator, and Phoenix Petroleum, a key player in the Philippine downstream oil industry, signed a memorandum of understanding in Kuala Lumpur on March 23, 2023. The agreement focuses on downstream marketing and technology solutions in the Philippines.
Under the MoU, Phoenix Petroleum will gain access to PETRONAS’ branded marketing products, including its gasoline and fluid technology. In return, PETRONAS will expand its brand presence in the Philippine market without building its own retail network from scratch. The collaboration covers a broad range of downstream activities, with Phoenix integrating PETRONAS’ branded products into its existing retail network.
These products include fuels developed through PETRONAS’ Fluid Technology Solutions, as well as digital and sustainable solutions aimed at improving the customer experience at fueling stations across the Philippines. The partnership leverages PETRONAS’ technical expertise alongside Phoenix’s deep knowledge of the local market.
Ahmad Adly Alias, vice president of downstream business for PETRONAS’ refining, marketing, and trading division, expressed enthusiasm about the deal. “To provide a smooth experience to more road users throughout the world, we will continue to innovate our range of offerings, from our award-winning fuels generated from Fluid Technology Solutions to our new digital and sustainable solutions,” Alias said. Phoenix Petroleum president Henry Albert Fadullon highlighted the complementary strengths of the two firms.
“This synergy promises to be a new experience for our customers with the technology and expertise of PETRONAS as the largest fuel retail network operator in Malaysia, combined with the deep knowledge and experience of Phoenix in terms of the local market,” Fadullon said.
Building on a Previous Agreement
This is not the first collaboration between the two companies. In 2017, they signed an initial agreement that saw Phoenix Petroleum acquire PETRONAS’ entire LPG business in the Philippines.
That business is now held by Phoenix LPG Philippines, Inc., a subsidiary of Phoenix Petroleum. The 2017 transaction marked Phoenix’s entry into the LPG market and allowed PETRONAS to streamline its Philippine operations. The new MoU expands the relationship beyond LPG into broader downstream marketing and technology.
Potential Market Impact
The partnership could reshape competition in the Philippine downstream oil sector. Phoenix Petroleum operates a network of retail stations across the country, and adding PETRONAS’ branded fuels and technology gives it a differentiated product offering. For PETRONAS, the deal provides a low-cost way to increase brand visibility in the Philippines using Phoenix’s existing infrastructure and local expertise.
The collaboration aligns with broader industry trends, as oil companies invest in fuel technology and digital solutions to attract customers. PETRONAS’ Fluid Technology Solutions are designed to improve engine performance and fuel efficiency, while digital tools can streamline payment and loyalty programs.
Next Steps
The MoU sets the stage for detailed implementation plans, including logistics, branding, and technology integration. No timeline has been announced for when the first Phoenix stations will carry PETRONAS products.
Regulatory approvals may also be required, as the Philippine downstream oil industry is regulated by the Department of Energy. Any changes to fuel sourcing or branding must comply with local laws. The partnership reflects a pragmatic approach to growth, combining complementary assets to create a stronger competitor in a market where margins are thin and competition is intense.
