PETRONAS Partners with Phoenix Petroleum in Philippines Expansion Deal

On March 23, 2023, PETRONAS and Phoenix Petroleum signed a memorandum of understanding in Kuala Lumpur to cooperate on downstream marketing and technology solutions for the Philippine market. The agreement grants Phoenix Petroleum access to PETRONAS’ branded fuel portfolio, including its gasoline line and Fluid Technology Solutions, while giving PETRONAS a foothold in the Philippines through Phoenix’s existing retail network.

The memorandum outlines a wide range of downstream activities. Phoenix will integrate PETRONAS‑branded products into its stations, incorporating fuels developed under PETRONAS’ Fluid Technology Solutions. The collaboration also covers digital initiatives and sustainable‑energy offerings, with both parties aiming to enhance the customer experience at fueling outlets nationwide.

PETRONAS, recognized as Malaysia’s largest fuel retail network operator, will leverage its technical expertise. Phoenix Petroleum, a major participant in the Philippine downstream oil sector, will contribute its deep local market knowledge.

This combination of strengths forms the core of the partnership.

Leadership Comments

Ahmad Adly Alias, vice president of downstream business for PETRONAS’ refining, marketing, and trading division, remarked: “To provide a smooth experience to more road users throughout the world, we will continue to innovate our range of offerings, from our award-winning fuels generated from Fluid Technology Solutions to our new digital and sustainable solutions,” Alias said. Henry Albert Fadullon, president of Phoenix Petroleum, added: “This synergy promises to be a new experience for our customers with the technology and expertise of PETRONAS as the largest fuel retail network operator in Malaysia, combined with the deep knowledge and experience of Phoenix in terms of the local market,” Fadullon said.

Building on Prior Cooperation

This is not the first collaboration between the two firms. In 2017, they signed an initial agreement that saw Phoenix Petroleum acquire PETRONAS’ entire liquefied petroleum gas (LPG) business in the Philippines. The LPG assets are now held by Phoenix LPG Philippines, Inc., a subsidiary of Phoenix Petroleum.

That transaction marked Phoenix’s entry into the LPG market and allowed PETRONAS to streamline its Philippine operations. The 2023 memorandum expands on that foundation, extending cooperation beyond LPG into broader downstream marketing and technology.

Market Implications

The partnership has the potential to reshape competition in the Philippine downstream oil sector. Phoenix Petroleum operates a retail station network across the country; adding PETRONAS‑branded fuels and technology provides a differentiated product offering.

For PETRONAS, the deal offers a low‑cost route to increase brand visibility in the Philippines without constructing a new retail network from scratch, enabling the company to use Phoenix’s existing infrastructure and local expertise. The arrangement aligns with wider industry trends where oil companies invest in fuel technology and digital solutions to attract customers. PETRONAS’ Fluid Technology Solutions are engineered to improve engine performance and fuel efficiency, while digital tools can streamline payment and loyalty programs.

Next Steps and Regulatory Considerations

The memorandum sets the stage for detailed implementation plans. Both parties will need to finalize logistics, branding, and technology integration. No timeline has been announced for when the first Phoenix stations will begin carrying PETRONAS products.

Regulatory approvals may also be necessary, as the Philippine downstream oil industry falls under the jurisdiction of the Department of Energy; any changes to fuel sourcing or branding must comply with local laws.
