RTA delegation signs transport contracts with Huawei and CASCO SIGNAL in China

DUBAI — Mattar Al Tayer did not travel to China alone. The RTA director general brought a delegation with him, and the handshakes that followed in Beijing or Shanghai — the report does not say which city — were the culmination of months of technical talks. The two agreements signed on that trip, one with Huawei and one with CASCO SIGNAL, are not memorandums of understanding.

They are contracts with deliverables. The CASCO SIGNAL deal is the one with the most concrete footprint.

A research and development centre will be built in Dubai, linked directly to the Dubai Metro Blue Line. That line has not opened yet. The centre will function as a proving ground — a place where AI-powered signalling systems, new communications gear, and operational software can be tested in a controlled environment before they ever carry a passenger.

CASCO SIGNAL, a Chinese state-owned enterprise, has built signalling systems for metro networks across China and in several other countries. Dubai will be its latest test bed.

The Huawei agreement is broader. It covers smart city applications, unified transport data platforms, and AI-powered traffic management. Huawei has been a major supplier of telecommunications equipment to the UAE for years.

This deal extends that relationship into the operational heart of Dubai’s transport network. Smart operations centres are mentioned in the report. So is enhanced digital infrastructure.

The goal is efficiency — moving people and vehicles through the city with less friction. None of this happens in a vacuum.

Dubai has been pushing toward a fully integrated, data-driven transport system for years. The city’s leadership has made clear that it wants to be a testbed for new technology, not a late adopter. The RTA has already deployed AI in some areas — traffic cameras that detect incidents, predictive maintenance systems for the metro, dynamic bus scheduling.

These agreements formalize and accelerate that trend. Why China?

The answer is partly about speed. Chinese firms have built some of the world’s largest metro systems in short time frames. They have deployed AI at scale in cities like Shenzhen and Hangzhou.

Dubai wants that experience. The RTA is not just buying equipment. It is buying access to a development pipeline — a way to get new technology into service faster than if it had to develop everything from scratch.

The Dubai Metro Blue Line is the immediate beneficiary. That line will run through some of the city’s densest areas.

It needs signalling and control systems that can handle high frequencies and adapt to changing demand. The R&D centre will test those systems before they go live. That is unusual.

Most metro systems test new signalling in a dedicated facility in the supplier’s home country. Dubai is bringing that facility to its own soil.

There is a political dimension too. The UAE has deepened its economic ties with China over the past decade. Chinese companies have built ports, roads, and data centres in the Emirates.

These transport deals fit a broader pattern. They also give Dubai access to technology that might not be available from Western suppliers, particularly in areas like AI-powered surveillance and traffic management. The report does not give a timeline.

It does not say how much the agreements are worth or when the R&D centre will open. What it does say is that the handshake happened in China, and that the work has begun.
