Refining Bottlenecks Rewrite Supply Dynamics
The distinction between losing refining capacity and losing production is critical to understanding the market’s reaction. Russia’s ability to convert its crude output into usable fuel—both for its own economy and for export—has been compromised. When refineries are damaged, crude oil can still flow from the wellhead, but without sufficient processing capacity, that crude either floods storage tanks or must be sold at a discount on international markets. Meanwhile, domestic prices for gasoline and diesel rise, and the government scrambles to secure alternative sources. The forced purchase of gasoline from Belarus in April 2024 underscored the severity of the domestic supply crunch. For a major energy producer, such a move is a clear admission that the refining network can no longer keep pace with internal demand. The US Energy Information Administration reported that global petroleum consumption averaged 101.3 million barrels per day in 2023, an indication that even disruptions limited to refining—rather than outright production cuts—can send ripples through a system operating near its maximum capacity.
OPEC+ Calculations Distorted by Strategic Targeting
The drone strikes also complicate Russia’s position within the OPEC+ coalition, which as of April 2024 required Russia to reduce output by 500,000 barrels per day. On closer reading, the challenge goes beyond merely meeting a quota. Because the attacks target refineries rather than production wells, Russia can still pump crude but struggles to process it. This distorts the usual cause-and-effect relationship of supply cuts, making the market harder to interpret. Traders cannot simply tally the barrels lost at the wellhead; they must factor in the reduced ability to transform crude into finished products. The resulting uncertainty is reflected in global oil prices. Brent crude fluctuated between $75 and $95 per barrel in the first quarter of 2024—a wide band that signals traders are struggling to identify a floor or ceiling amid conflicting signals. The refinery damage introduces a new variable that traditional supply models do not easily capture, forcing the market to price in a heightened risk premium.
