AmBank, PUMM Sign Deal to Lend RM400M to SMEs

AmBank and PUMM officials shake hands at a signing ceremony in Kuala Lumpur, with documents and a bank logo visible on the table.

AmBank and the Persatuan Usahawan Maju Malaysia (PUMM) signed a two-year strategic agreement on 16 September 2022 that will give more than 3,000 small and medium-sized enterprises streamlined access to credit, financial education and digital-banking tools. The partnership, unveiled at AmBank’s Kuala Lumpur headquarters, targets firms in construction, logistics, food and beverage, advertising and information technology that are still rebuilding balance sheets after pandemic lockdowns.

The memorandum binds the lender to run quarterly outreach sessions for PUMM members, review loan applications within five working days and waive arrangement fees for first-time borrowers. In return, PUMM will open its branch-level events and WhatsApp groups to AmBank officers, letting the bank pitch products directly to owners who already share purchase orders, tender alerts and supplier lists.

Internal forecasts project 1,200 “new-to-bank” business accounts and RM 400 million in fresh lending by the end of 2024. PUMM president Datuk William Ng said the arrangement moves beyond “the usual corporate talk-shop”. “We told the bank we need speed and clarity, not another glossy brochure,” Ng told reporters after the signing.

“If a renovation contractor needs a lorry, the officer must be able to say yes or no on the spot and explain why.”

Financing products on offer

Eligible firms can apply for revolving trade lines up to RM 500,000, asset-backed hire-purchase at base rate plus 1.8 % and invoice financing that releases 80 % of confirmed receivables within 24 hours. Foreign-exchange hedging is bundled free for exporters that open an AmAccessBiz current account, the bank’s mobile-first platform that already counts 42,000 active corporate users. Micro-enterprises with annual sales below RM 300,000 qualify for a starter overdraft capped at RM 50,000 and secured only by a personal guarantee.

Aaron Loo, Managing Director of Retail Banking at AmBank, said many rejections happen because owners mix personal and company expenses, producing messy financial statements. “In many cases the business they are in would have qualified, however they were unable to obtain approvals due to unfamiliarity with the criteria as well as processes,” Loo said.

“We will sit with them, clean up the paperwork and resubmit.”

Education and digital adoption push

Starting next month, AmBank’s SME specialists will run half-day clinics in Penang, Johor Bahru, Kuching and Kota Kinabalu, walking owners through cash-flow templates, credit-scoring algorithms and the documents Bank Negara Malaysia requires. Participants who complete the module receive a fast-track reference number that shaves two days off the formal assessment stage. The lender also plans to upload short explainer videos in Mandarin, Tamil and Malay to PUMM’s Facebook page, which reaches 180,000 followers.

The partnership coincides with the government’s push for e-invoicing. AmBank will give PUMM members complimentary access to a cloud accounting plug-in that syncs sales data directly with AmAccessBiz, removing the need to upload PDF statements.

Early pilots among 50 Selangor-based food manufacturers cut reconciliation time by 40 %, according to the bank.

Broader recovery context

Malaysia’s SME Association estimates that smaller firms are still short RM 80 billion in working capital after four waves of movement restrictions. While the central bank’s latest data shows gross disbursements to SMEs rose 7.3 % year-on-year in the second quarter of 2022, approval rates remain stuck at 52 %, well below the 70 % recorded in 2019. Trade credit insurer Credendo downgraded the country’s commercial risk profile in August, citing delayed payments in construction and retail.

AmBank Group Chief Executive Officer Dato’ Sulaiman Mohd Tahir said the lender is “constantly thinking out of the box” to close that gap. “It is part of our development initiatives that help SMEs reset, revive and grow especially during these unprecedented times when businesses are still recovering from the effects of the pandemic,” Sulaiman said.

The group booked RM 11.6 billion in gross SME loans in the last financial year, and the new channel is expected to lift the portfolio by 8 % annually without increasing risk-weighted assets, executives told analysts privately. If the collaboration hits its volume targets, AmBank plans to replicate the model with other trade bodies, including the Malaysia Malay Chamber of Commerce and the Federation of Malaysian Manufacturers, before the end of 2023.

For now, PUMM members have until 30 September to register for the first financing clinic in Kuala Lumpur, after which applications will move to the fast queue the bank has branded “PUMM Priority Track”.
